Häusliche Gewalt insbesondere als Gewalt gegen Frauen ist in Deutschland seit Mitte der 1970er-Jahre zum Gegenstand polizeilicher und justizieller Maßnahmen sowie vielfältiger Schutz- und Hilfsangebote geworden. Sexual- und Körperverletzungsdelikte, Nötigungen, Beleidigungen und andere Gewaltformen im häuslichen Kontext nicht mehr als „Familienstreitigkeiten“ herunterzuspielen, wird immer mehr zum gesellschaftlichen Konsens. Dementsprechend steigt die Anzeigebereitschaft Betroffener und die Prävalenz der Delikte ist nach wie vor hoch. Internationale Abkommen sowie eine Reihe von zivil-, polizei- und strafrechtlichen Regelungen sowie Opferschutzmaßnahmen haben die Präventions- und Interventionsmöglichkeiten zum Schutz von Betroffenen von häuslicher Gewalt in den letzten Jahrzehnten um ein Vielfaches verbessert. Nachfolgender Überblick geht auf die bisherigen Entwicklungen ein und stellt – ausgehend von der 2018 in Deutschland in Kraft getretenen wegweisenden Istanbul-Konvention – die aktuellen Schwerpunkte von Bund und Ländern bei der Prävention und Bekämpfung von Gewalt gegen Frauen sowie häuslicher Gewalt vor und benennt darüber hinausgehende Erfordernisse und Bedarfe.

Domestic violence, especially violence against women, has become the subject of police and judicial measures as well as a variety of protection and support services in Germany since the mid-1970s. It is increasingly becoming a social consensus that sexual offences and assaults, coercion, insults and other forms of violence in the domestic context can no longer be played down as "family disputes". Accordingly, the willingness of those affected to report is increasing, although the prevalence of the offences remains high. International agreements as well as a number of civil, police and criminal law regulations and victim protection measures have improved the prevention and intervention options for the protection of victims of domestic violence many times over in recent decades. The following overview highlights the developments to date and - based on the groundbreaking Istanbul Convention that entered into force in Germany in 2018 - presents the current priorities of the Federal Government and the Länder in preventing and combating violence against women and domestic violence and identifies requirements and needs that go beyond this.
