Článek se zabývá pokusem o zajištění stability politického systému v Čechách, na Moravě a ve Slezsku posílením většinových prvků v rámci poměrného volebního systému. Kritizuje rozhodnutí Ústavního soudu. V důsledku rozhodnutí Ústavního soudu je politické složení Poslanecké sněmovny velmi fragmentované. Vytvoření stabilní vlády je obtížené.

The article deals with the attempt to ensure the stability of the political system in Bohemia, Moravia and Silesia by strengthening the majority elements within the proportional electoral system. He criticizes the decision of the Constitutional Court. As a result of the decision of the Constitutional Court, the political composition of the Chamber of Deputies is very fragmented. Creating a stable government is difficult.
