Česko se stalo zemí předčasných penzistů, ač to nebylo politickým záměrem a má to významný fiskální dopad. Podstatnou úlohu v tomto hraje nejen konstrukce veřejných důchodů, ale i valorizace a krácení starobních důchodů. Mnohé v tomto směru vysvětluje srovnání se zahraničím. Na „spadnutí“ je technická důchodová reforma, která by měla racionalizovat nejen starobní důchody jejich rozdělením na 2 samostatné výměry. Letos vstoupila do hry i dodatečná dávka za výchovu dětí. Cílem příspěvku je doplnit návrh na technickou důchodovou reformu o výsledky analýzy systémů valorizace a krácení starobních důchodů. Dílo by mělo být dokončeno ve druhé fázi důchodové reformy, kdy by byly vytvořeny dva veřejné penzijní pilíře, např. podle vzoru Rakouska a Velké Británie. Příspěvek nastiňuje politikům možné základní parametry takové reformy.

Czechia has become a country of early retirees, although this was not a political intention, and it has a significant fiscal impact. Not only the construction of public pensions, but also the indexation and reduction of old-age pensions play an essential role in this. Much in this respect explains the comparison with abroad. A technical pension reform is imminent, which should rationalize not (only old age) pensions by dividing them into 2 separate components. This year, an additional benefit for raising children also came into play. The aim of the paper is to supplement the proposal for technical pension reform with the results of the analysis of indexation and reduction systems for old-age pensions. The work should be completed in the second phase of the pension reform, when two public pension pillars would be created, e.g. following the example of Austria and Great Britain. The paper outlines the possible basic parameters of such a reform to politicians.
