The chapter deals with the issue of socio-economic reforms in terms of the upward and downward periods of society. It shows the link between reforms in education finance, health care and pensions. It proposes a system of concrete measures to extend the productive life of people in the occupational markets. It compares the prerequisites for making changes in this area in the Czech Republic and Kazakhstan. Kapitola se zabývá problematikou sociálně ekonomických reforem z hlediska vzestupných a úpadkových období společnosti. Ukazuje souvislost mezi reformami v oblasti financování vzdělání, péče o zdraví a penzí. Navrhuje systém konkrétních opatření k prodloužení doby produktivního uplatnění člověka na profesních trzích. Porovnává předpoklady pro uskutečnění změn v této oblasti v ČR a Kazachstánu.
