Článek se zabývá pokusem o zajištění stability politického systému v Čechách, na Moravě a ve Slezsku posílením většinových prvků v rámci poměrného volebního systému. Kritizuje rozhodnutí Ústavního soudu. V důsledku rozhodnutí Ústavního soudu je politické složení Poslanecké sněmovny velmi fragmentované. Vytvoření stabilní vlády je obtížené.
