The army is primarily intended to conduct combatant activities. In addition to the tasks related to it, however, the army often carries out the tasks that are not of combatant nature. The first type of tasks is helping the police forces in order to maintain internal safety; the other is helping during natural disasters. This book aims to approach the historical development of the legal framework of such deployment of the army. It provides a comprehensive overview of the legislation governing the non-combatant activities since the mid-17th century to the beginning of the 21st century. It analyses both common features and differences of particular laws and outlines the circumstances that led to these changes. Particular attention is paid to the issue of the use of weapons during an intervention, and to the problem of abusing the soldiers as an inexpensive labour force. Selected cases of both successful and not successful military interventions are also analysed. The author deals with the causes of such failures and their possible reflection in the legal regulation. The book also contains a brief overview of history of civil protection, which is closely related to the topic of the book.
