Resilience municipalit je v současné době akcentovaným tématem a týká se všeobecné schopnosti měst a obcí konkrétně a věcně čelit rozličným hrozbám, rizikům a potenciálním škodám, které narušují požadovanou kontinuitu v jejich vývoji. Zejména při tvorbě, nastavení a řízení resilientního systému je nutné determinovat relevantnost a důležitost jednotlivých hrozeb, které mohou obec či město zasáhnout. Cílem článku „Resilience of municipalities in the context of the decomposition of potential threats on the example of the Czech Republic“ je prezentovat obsahově kompaktní skupiny – klastry hrozeb, které municipality v České republice považují za aktuálně významné a současně určit jejich pořadí od nejvíce závažných po ty nejméně zásadní. Tato priorizace hrozeb se opírá o primární výzkum formou dotazníkové šetření realizovanou na přelomu let 2023/2024. Mezi největší zjištěné hrozby patří stárnutí obyvatel, případně odliv mladých lidí, systémová nekonzistentní financování municipalit a nežádoucí environmentální projevy související se změnou klimatu.

Municipal resilience is currently a hot topic and concerns the general ability of cities and towns to specifically and objectively confront various threats, risks and potential damages that disrupt the required continuity in their development. In particular, when creating, setting up and managing a resilient system, it is necessary to determine the relevance and importance of individual threats that can affect a municipality or city. The aim of the article “Resilience of municipalities in the context of the decomposition of potential threats on the example of the Czech Republic” is to present content-compact groups – clusters of threats that municipalities in the Czech Republic consider to be currently significant and at the same time to determine their order from the most serious to the least significant. This prioritization of threats is based on primary research in the form of a questionnaire survey carried out at the turn of 2023/2024. The greatest threats identified include population aging, possibly the outflow of young people, systemic inconsistent financing of municipalities and undesirable environmental manifestations related to climate change.
